TonUp - Eligibility criteria for IDO

Remind me how IDO on website actually work. I can see Claim Stage1, Two buttons which are not active ‘claim’ & ‘participate’ I have connected my wallet., I don’t see any sort of ‘condition’ to make me eligible. Does it mean that FCFS with the amount of TON per wallet ? I though that we must stake UP for better allowances ?
